The goal of the committee is to stay abreast of housing and zoning issues by attending community and City Hall meetings; review notices and waivers and attend relevant public hearings; and engage in meaningful dialogue with the community about matters related to housing and zoning.

Throughout 2018, the City of Miami Planning Department worked on revising the Neighborhood Conservation District (NCD) zoning overlay for Coconut Grove. The revision will affect lot sizes, portions of lots that can be covered by buildings, trees, setbacks, the overall density of the community, and many other factors that will be part of shaping the Grove's future. Numerous meetings have been held, and the City's goal is to adopt a revised NCD zoning overlay for Coconut Grove in early 2019.
February 2019: On Feb. 28, the Miami City Commission considered the proposed NCD revisions and, after more than two hours of testimony and discussion, took no action. The NCD revision is now on hold indefinitely. Read the Miami Herald article about the Commission's non-decision.
NCD ZONING UPDATE: On May 1, 2018, the Village Council passed a unanimous resolution supporting changes to the City of Miami Planning Department's proposed revisions of the Neighborhood Conservation District (NCD) ordinance affecting Coconut Grove. On June 20, the Planning, Zoning, and Appeals Board (PAZB) approved revisions to the proposed ordinance in line with what the Village Council and many neighborhood groups wanted. At its Jan. 24, 2019, meeting, the Miami City Commission heard testimony on the proposed NCD revision from a large turnout of Coconut Grove residents and property owners, most of whom asked for the NCD revision to be passed on first reading. However, after discussion the Commission continued the item to its meeting of Thurs., Feb. 28, 2019. Visit the City of Miami Planning Department's NCD page here. May 2, 2018: The Planning, Zoning, and Appeals Board (PZAB) again deferred action on the proposed revision to the NCD ordinance affecting Coconut Grove. Prior to the meeting, the City of Miami planning staff submitted a memo to the PZAB with additional recommended adjustments to the proposed revision of the ordinance. Read the memo.
May 1, 2018: The Village Council has passed a unanimous resolution in support of our recommended changes to the City of Miami Planning Department's proposed revisions of the Neighborhood Conservation District ordinance affecting Coconut Grove. These changes to the proposed revision are widely supported and essential to the preservation of the neighborhood character of the Grove. The Housing and Zoning committee spent many hours meeting and discussing these topics, both internally as well as meeting with heads of various neighborhood organizations in order to come up with our comprehensive list of changes.
The Village Council will attend the Planning, Zoning, and Appeals Board meeting on Wed., May 2 at 6:30 p.m., at Miami City Hall to support our resolution. We ask that citizens who are interested in this topic attend this meeting as well and voice your opinion. Read the resolution.
